HLYC RULES AND REGULATIONS

GENERAL STATEMENTS

  1. These Rules and Regulations are promulgated by the HLYC Board of Directors and are subject to change.
  2. Any commercial use of our facilities is strictly prohibited.
  3. Any and all boats on the premises must comply with Federal, State and Local laws and regulations.
  4. Video Surveillance is in use on HLYC grounds and in our buildings.
  5. Members must be “paid up” to vote and to receive Club services!
  6. Members, Guests and Others must abide by these Rules and Regulations.


A - VALET SERVICE

  1. You may request launching of your boat upon your arrival during normal hours of operation. However, you are encouraged to schedule a launch in advance by calling the Valet Service Recorder line at 603-253-4653 which is checked for messages every ten minutes. Please speak clearly and record your name, unit ID, and a callback number. If there are any special instructions or additional service requests, please call the HLYC Service Line at 603-253-4592. Provide at least one hour (but no more than 24 hours) advanced notice to minimize any delays. Anticipate a delay if no prior notification is given. Launched boats should be promptly removed from the holding area.
  2. During peak periods, unclaimed boats may be returned to dry storage if the holding area is full and others are waiting for service.
  3. Boats left at docks to be racked must have drives, trim tabs and swim ladders up and high tops down.Nothing must be higher than one foot above the windshield!


B - HOLDING DOCK USAGE

  1. You may temporarily park a boat in the holding area whenever space of suitable size for your boat is available. YOU MUST DISPLAY A SIGN indicating whether or not you intend to return that day.
  2. If all the holding spaces become filled, the Manager is authorized to temporarily remove boats to dry storage. If you plan to return after normal hours of operation you should make arrangements with the Manager to ensure that your boat will be in a slip after closing time.
  3. You must not park or leave a boat in the launching area at any time.
  4. Whenever you park a boat at a holding dock please leave a key in the boat or with the Manager so that the staff can more easily move the boat if necessary.


C -BOAT IDENTIFICATION

  1. Every boat stored or docked on the Club premises MUST be identified with an HLYC ID STICKER attached to the stern of the boat. Tenant’s/Lessee’s boats must also be marked with an owners bay/slip IDsticker if they are to be docked or stored on the club premises. Temporary ID stickers for Tenant’s/Lessee’s boats will be provided by the Manager. There are no exceptions to this rule!
  2. Any boat found ON THE CLUB’S PREMISES without an HLYC ID STICKER may be removed at the Manager’s discretion. Each removal will be charged at a rate of $100. Storage fees may also apply. All costs for removal and storage must be paid before the boat is returned to the water.

  3. The Club Manager is responsible for “signing off” on the suitability of all Owner’s/Tenant’s boats to fit into a bay or slip. The Manager is authorized and directed to refuse to sticker or store a boat that exceeds the limits of the assigned slip or bay.


D - MISCELLANEOUS BOAT RULES

  1. Owners may, of course, have more than one boat per unit owned but each boat which may be docked or stored at the Club must have an ID STICKER and only one boat per unit owned (bay or slip) can be on the Club premises at one time! FURTHERMORE, ONLY BOATS WHICH CAN FIT INTO AN OWNERS BAY OR SLIP ARE PERMITTED ON THE CLUB PREMISIS AT ANY TIME. Tenant’s/Lessee’s boats are considered the same as Owner’s boats. If a member has a boat stored in his only bay, a Tenant/Lessee cannot have a boat in the holding area at the same time.


E - SALE OR LEASING OF SLIPS AND BAYS

  1. SALES: When a bay or slip is being sold, it is the responsibility of the seller to certify to the Club Secretary that the specifications of the unit have been given to the purchaser. (It is advisable that the Manager be consulted in advance of a sale to confirm the specs on the unit.) It is also the responsibility of the seller to submit to the Club Secretary a ROFR (Right of First Refusal) with a check for $25 for processing prior to the completion of any sale. The new owner must supply a copy of the recorded deed to the Club Secretary to obtain Club privileges.
  2. LEASING: When leasing a unit a completed “Lease Form” must be submitted to the Club Secretary with all required information prior to the lease taking effect. The Manager must be consulted to insure that a Lessee’s boat is suitable to be docked and stored at the Club. Owners are responsible for and accountable to insure that their Tenants/Lessees and Guests understand these Rules.
  3. CHANGES OF OWNERSHIP: If a unit has any change in ownership (trusts, family transfer, death of an owner, etc.) it is the responsibility of the new owner to provide a copy of the recorded deed or other document to the Club Secretary.


F – BAY MODIFICATIONS

  1. The design of some boats may require the modification of some bays. In this event approvals must be secured from the Board of the needed modifications and the choice of a contractor to perform the work. When the modifications are no longer required, the bays must be restored to their original condition. The costs of making the changes and final restoration to the original condition are the sole responsibility of the Owner of the Bay.


G – VEHICLES

  1. All vehicles must be parked in designated parking areas and display HYLC Parking Tags. Cars without tags are subject to being towed at the owner’s expense.
  2. THE FORKLIFT, WITH OR WITHOUT A BOAT, ALWAYS HAS THE RIGHT OF WAY! Automobile drivers must yield to the forklift at all times. Vehicles are only allowed briefly in the “drop off” area to unload passengers and luggage. Longer term parking must be in the designated areas.


H - OUTSIDE CONTRACTORS

  1. Outside Contractors wishing to work on the Club premises must provide to the Club Secretary satisfactory certificates of insurance with respect to coverage and limits, and must list HLYC as “an additional insured”.
  2. Any outside contractor wishing to launch a boat, to work on the premises, or remove a boat from the Club premises must request the member to make prior arrangements with the Manager.
  3. Contractors are not permitted to wash boats or to work on more than two boats at one time. The Manager, at his discretion, may suspend work by Contractors on Fridays due to heavier use of Valet Service on those days. Contractors are prohibited from soliciting on the premises.


I - GARBAGE CONTAINERS

  1. Use of the garbage dumpsters is restricted to Owners in good standing and Tenants/Lessees of leased bays and docks. Day to day garbage you would place in your kitchen trash can is acceptable.
  2. All non-garbage items such as building materials, furniture, “wet” paint cans, electrical items, appliances etc. are strictly prohibited. Offenders may be fined for violations. Owners are responsible and accountable for informing Tenants/Lessees of these rules!


J - SEASONAL DATES AND TIMES OF SERVICE

Club facilities officially open on or about May I (depending on "ice out) and close on or about October 15 (depending on water level and ice conditions). Staffed hours of operation are as follows:

MAY 1:   CLUB OPENS**
PRIOR TO MEMORIAL DAY:   EVERY DAY - 9 AM TO 5 PM

MEMORIAL DAY TO LABOR DAY:
MONDAY - THURSDAY -- 8 AM TO 6 PM
FRIDAY & SATURDAY - 8 AM TO 7 PM
SUNDAY - 8 AM TO 8PM

AFTER LABOR DAY:   EVERY DAY - 9 AM TO 5 PM

OCTOBER 15:   CLUB CLOSES**

** It has been our practice to grant club members limited non-commercial use of the permanent private and common holding docks before and beyond the normal Seasonal Operational Dates provided that conditions in the cove (water level, ice, bubbler operation etc.) would not compromise or endanger the facilities. The Commodore and Manager have the authority to approve (and rescind!) such use. Pre and Post Seasonal Users assume all responsibility and liability in the event of damage to Club property. All use of the Club facilities - parking, dumpsters and use of docks should cease no later than November 1.
